Jackson County sits in the heart of Western North Carolina's trout country, and it earns that distinction every single season. The Tuckasegee River — flowing through Sylva and Dillsboro — is the county's crown jewel: a designated Delayed Harvest fishery that receives 17,200 fish annually across six stocking events. Beyond the Tuck, two additional hatchery-supported Tuckasegee sections, a network of tributary streams, and five stocked lakes give anglers options ranging from open riverside wading to tight mountain creek fishing tucked into the Nantahala National Forest. Tuckasegee River — Three Sections, Three Different Rules
Delayed Harvest Section — NC 107 Bridge at Love Field to Dillsboro Dam · 5.5 miles

Artificial lures and flies with single hook only. Catch-and-release required October 1 through the Saturday before the first Saturday in June. Harvest opens early June. Receives 3 spring stocking events and 3 fall stocking events — 17,200 fish annually. One of the most heavily stocked Delayed Harvest sections in WNC.

Upper Hatchery Supported Section — John Brown Branch to NC 107 Bridge · 12.7 miles

Standard HS regulations — all legal tackle, 7 trout/day creel limit, no size limit. This section sits immediately upstream of the DH section. 2,600 fish stocked in March and May.

Lower Hatchery Supported Section — Falls 275 Yards Upstream of US 23-441 Bridge to SR 1534 Bridge at Wilmot · 7.4 miles

Standard HS regulations — all legal tackle, 7 trout/day creel limit, no size limit. This section sits immediately downstream of the DH section. 1,600 fish stocked in March and May. The falls 275 yards upstream of the US 23-441 Bridge (marked by signs on each bank) is the upper boundary — do not fish above the sign believing you are in HS water.

Swain County — Separate Delayed Harvest Section (Bryson City Area)

The Tuckasegee River also carries a Delayed Harvest designation in neighboring Swain County downstream. The two DH sections effectively give you continuous quality water along the same river for a multi-day trip. Check the Swain County page for that section's stocking weeks and access points.

Eastern Band of Cherokee Indians — Qualla Boundary Waters
Tribal Waters in Jackson County Require a Separate Permit

The northern portion of Jackson County contains sections of the Qualla Boundary — the 57,000-acre trust land of the Eastern Band of Cherokee Indians. The EBCI Natural Resources Department manages waters within this area including portions of Soco Creek and Wright's Creek. NCWRC state fishing licenses are not valid on EBCI waters — a separate Tribal Enterprise Fishing Permit is required to fish any tribal water.

Known EBCI Waters in the Jackson County Area

Soco Creek — Monitored and managed by the EBCI Natural Resources Department. Sections of Soco Creek fall within the Qualla Boundary in Jackson County.
Wright's Creek — Located within the Jackson County area of the Qualla Boundary, managed by the EBCI.
Note: The primary EBCI trophy fisheries (Oconaluftee River, Raven Fork) are centered in the Cherokee/Swain County area. See the Swain County page for full details on those waters and permit requirements.

At 17,200 fish stocked annually across six events, this is the most heavily stocked water in Jackson County and one of the larger DH programs in WNC. All three species — brook, rainbow, and brown trout. The fall stocking window (late September into October) is the highlight of the season: water temps drop, fish are stacked, and the spring crowds have moved on. A legitimate trophy brown trout opportunity during this window. Spring DH fishing from late March through April is equally strong. The Tuckasegee has three distinct regulated sections in Jackson County. The Upper HS section sits upstream of the DH section; the Lower HS section sits downstream. Standard HS regulations (all tackle, creel limit) apply in both HS sections — DH catch-and-release rules do NOT apply here. The Lower HS upper boundary is marked by signs on each bank 275 yards upstream of the US 23-441 Bridge. Do not assume where one section ends and another begins — verify boundaries at ncwildlife.gov.

Scott Creek flows near Sylva, giving it good road access and making it a natural complement to a Tuckasegee trip. Classic WNC freestone character — pocket water, short pools, cobble substrate. Savannah Creek stocks in May and June — not in the March window like most other county waters. If you missed the spring rush or want fresh fish into early summer, Savannah Creek is still producing when most other HS waters have wrapped up. Late May and early June means far less competition than any April weekend on the Tuck.

The Tuckasegee River confluence at the lower end is worth targeting; fresh fish from both waters will stage at the junction.
