Jackson County sits in the heart of Western North Carolina's trout country, and it earns that distinction every single season. The Tuckasegee River — flowing through Sylva and Dillsboro — is the county's crown jewel: a designated Delayed Harvest fishery that receives 17,200 fish annually across six stocking events. Beyond the Tuck, two additional hatchery-supported Tuckasegee sections, a network of tributary streams, and five stocked lakes give anglers options ranging from open riverside wading to tight mountain creek fishing tucked into the Nantahala National Forest. Tuckasegee River — Three Sections, Three Different Rules
Delayed Harvest Section — NC 107 Bridge at Love Field to Dillsboro Dam · 5.5 miles
Artificial lures and flies with single hook only. Catch-and-release required October 1 through the Saturday before the first Saturday in June. Harvest opens early June. Receives 3 spring stocking events and 3 fall stocking events — 17,200 fish annually. One of the most heavily stocked Delayed Harvest sections in WNC.
Upper Hatchery Supported Section — John Brown Branch to NC 107 Bridge · 12.7 miles
Standard HS regulations — all legal tackle, 7 trout/day creel limit, no size limit. This section sits immediately upstream of the DH section. 2,600 fish stocked in March and May.
Lower Hatchery Supported Section — Falls 275 Yards Upstream of US 23-441 Bridge to SR 1534 Bridge at Wilmot · 7.4 miles
Standard HS regulations — all legal tackle, 7 trout/day creel limit, no size limit. This section sits immediately downstream of the DH section. 1,600 fish stocked in March and May. The falls 275 yards upstream of the US 23-441 Bridge (marked by signs on each bank) is the upper boundary — do not fish above the sign believing you are in HS water.
Swain County — Separate Delayed Harvest Section (Bryson City Area)
The Tuckasegee River also carries a Delayed Harvest designation in neighboring Swain County downstream. The two DH sections effectively give you continuous quality water along the same river for a multi-day trip. Check the Swain County page for that section's stocking weeks and access points.

Eastern Band of Cherokee Indians — Qualla Boundary Waters
Tribal Waters in Jackson County Require a Separate Permit
The northern portion of Jackson County contains sections of the Qualla Boundary — the 57,000-acre trust land of the Eastern Band of Cherokee Indians. The EBCI Natural Resources Department manages waters within this area including portions of Soco Creek and Wright's Creek. NCWRC state fishing licenses are not valid on EBCI waters — a separate Tribal Enterprise Fishing Permit is required to fish any tribal water.
Known EBCI Waters in the Jackson County Area
Soco Creek — Monitored and managed by the EBCI Natural Resources Department. Sections of Soco Creek fall within the Qualla Boundary in Jackson County.
Wright's Creek — Located within the Jackson County area of the Qualla Boundary, managed by the EBCI.
Note: The primary EBCI trophy fisheries (Oconaluftee River, Raven Fork) are centered in the Cherokee/Swain County area. See the Swain County page for full details on those waters and permit requirements.

Tuckasegee River — Delayed Harvest (Jackson County)
NC 107 Bridge at Love Field to Dillsboro Dam — 5.5 miles of premier Delayed Harvest water through Sylva and Dillsboro. At 17,200 fish stocked annually across six events, this is the most heavily stocked water in Jackson County and one of the larger DH programs in WNC. All three species — brook, rainbow, and brown trout. The fall stocking window (late September into October) is the highlight of the season: water temps drop, fish are stacked, and the spring crowds have moved on. A legitimate trophy brown trout opportunity during this window. Spring DH fishing from late March through April is equally strong. Plan your visit for the week after a stocking, not the day of, to fish trout that have settled into their lies and are feeding confidently.

The Tuckasegee has three distinct regulated sections in Jackson County. The Upper HS section sits upstream of the DH section; the Lower HS section sits downstream. Standard HS regulations (all tackle, creel limit) apply in both HS sections — DH catch-and-release rules do NOT apply here. The Lower HS upper boundary is marked by signs on each bank 275 yards upstream of the US 23-441 Bridge. Do not assume where one section ends and another begins — verify boundaries at ncwildlife.gov.

Scott Creek — Scott Creek confluence to Tuckasegee River
Twelve miles from the Scott Creek headwaters confluence downstream to the Tuckasegee River. One of the longer hatchery-supported tributaries in the county with a solid stocking count of 2,200 fish annually across March and May events. All three species. Scott Creek flows near Sylva, giving it good road access and making it a natural complement to a Tuckasegee trip. Classic WNC freestone character — pocket water, short pools, cobble substrate. Fish the week after a stocking event when trout have spread from the drop points and are holding in predictable lies.

May & June Stocking — Extended Season Option
Savannah Creek stocks in May and June — not in the March window like most other county waters. If you missed the spring rush or want fresh fish into early summer, Savannah Creek is still producing when most other HS waters have wrapped up. Late May and early June means far less competition than any April weekend on the Tuck.

Savannah Creek — Shell Branch to Cagle Branch
8.9 miles from Shell Branch downstream to Cagle Branch. Savannah Creek is the most heavily stocked of the May/June group at 2,000 fish annually. All three species. The Shell Branch upper boundary and Cagle Branch lower boundary mark the stocked corridor. Pairs naturally with nearby Greens Creek for a late-spring outing hitting two fresh waters in the same area.

Greens Creek — Church on SR 1730 to Savannah Creek
Four miles from the church on SR 1730 at the upper boundary downstream to the Savannah Creek confluence. Greens Creek is a tributary of Savannah Creek — both stock in May and June, making them a natural two-water pairing for late-spring trips. 800 fish annually across May and June events. All three species. The SR 1730 church provides a clear upper boundary landmark. Lower pressure than the county's April waters since most anglers have moved on by May.

Cullowhee Creek — Tilley Creek to Tuckasegee River
Three miles from the Tilley Creek confluence downstream to the Tuckasegee River near Western Carolina University. At 200 fish annually this is the lightest-stocked stream in the county — best fished in the days immediately following a March or May stocking event. The Tuckasegee River confluence at the lower end is worth targeting; fresh fish from both waters will stage at the junction. A community fishery in a college town setting — local pressure can be high right after stocking. Fish early in the day or midweek for more cooperative trout.

Dark Ridge Creek — Jones Creek to Scott Creek
1.9 miles from the Jones Creek confluence at the upper boundary downstream to Scott Creek. Dark Ridge Creek is a tributary of Scott Creek — if you're fishing Scott Creek, the Dark Ridge confluence is worth checking post-stocking as fish from both waters will stage at the junction. 400 fish annually in March and May. All three species. Tight casting quarters typical of WNC small tributaries — high-stick nymphing and short-line presentations are most effective here. Lower pressure than the main river fisheries given the smaller size.

Bear Lake — Entire Lake
The largest stocked lake in Jackson County at 475 acres, receiving 2,100 rainbow trout in a single April event. Rainbow only — no brook or brown trout. At 475 acres this is a significant body of water that rewards anglers willing to cover ground and find where fresh fish are holding post-stocking. A Woolly Bugger or small streamer stripped through open water near the surface is the go-to early-season tactic on freshly stocked lake trout before they acclimate to deeper structure.

Tanassee Lake — Entire Lake
At 39 acres, Tanassee Lake receives the highest per-acre stocking density of the county's lakes — 2,400 rainbow trout in a single April event on a relatively small body of water. Rainbow only. That density makes the first week after stocking exceptionally productive; fish are concentrated and actively feeding. A 9-foot 5-weight with a streamer or bead-head nymph under an indicator fished near the bottom is highly effective once trout start holding in structure.

Wolf Creek Lake — Entire Lake
A 193-acre lake stocked with 1,200 rainbow trout in April. Rainbow only — no brook or brown. With four lakes all stocking in the same April window, an angler willing to fish multiple venues across a long weekend can hit fresh fish across a wide variety of stillwater settings — all within the same county. Wolf Creek Lake rounds out that stillwater circuit and is a solid fallback if streams are running high after spring rains.

Cedar Cliff Reservoir — Entire Lake
A 146-acre reservoir stocked with 940 rainbow trout in April. Rainbow only. Reservoirs offer varied depth structure and the opportunity to cover more water from a single position than a smaller lake. Check local access points and any watercraft regulations before your visit. Best fished within the first two weeks of the April stocking event before fish scatter to deeper structure.

Balsam Lake is the only stocked lake in Jackson County that receives two stocking events, both in April — 450 rainbow trout per event, 900 annually. This makes it the most consistently productive stillwater option in the county through the April window.

A 15-acre lake that receives two April stocking events — the only stocked lake in the county with more than one event. 450 rainbow trout per event, 900 annually. Rainbow only. At 15 acres this is a compact fishery that responds quickly and dramatically to fresh stockings. Shore fishing is the standard approach. Given two events in April, there's a real window to hit Balsam Lake twice in the same spring month on fresh fish both times.
